Major setback to Congress; Kri’s candidature rejected
ITANAGAR, Nov 03: In a major setback to Congress party in the state, the nomination paper of Lupalum Kri for the November 19 bye-election to Hayuliang Assembly Constituency has been rejected after scrutiny on Thursday.
According to a notification issued by the Deputy Chief Electoral Officer, the nomination paper of Congress party candidate Kri has been found to be invalid which led to the rejection of his candidature.
The nomination papers of BJP candidate Dasanglu Pul and two independents Yompi Kri and Konteso Kri were found to be valid during the scrutiny which was held in the office of the RO, Hayuliang on Thursday, informed Deputy Chief Electoral Officer.
The last date of withdrawal of candidature is November 5.
Meanwhile, Arunachal Pradesh Congress Committee (APCC) has called off its hunger strike following rejection of Kri's candidature.
The party alleged that the candidature of Kri was rejected by the RO through fraudulent means at the behest of ruling Government.
"The party shall not stop voicing against their authoritarian attitude and will seek justice from the appellate authority in the days to come," APCC said in a press statement.
Although the Government succeeded in fulfilling its desire but the manner in which the Congress Party candidate has been kept out of the election fray has exposed the undemocratic functioning of the government, it said.
"By resorting to forceful rejection of the contesting INC candidate, the NEDA Government has stooped to such a level that even the common citizens can conclude that they are scared of facing the electoral battle," the party added.
Arunachal asks Pvt varsities to follow UGC, AICTE norms
Itanagar, Nov 3: The Arunachal Pradesh government has asked all the seven private universities, functioning in the state, to strictly follow the norms laid by UGC and All India Council of Technical Education (AICTE).
The instruction came during a review meeting on the functioning of private varsities in the state which was chaired by Education Minister Honchun Ngandam here yesterday, an official release informed.
The seven private universities operating in the state includes - Arunachal University of Studies at Namsai, Apex Professional University at Pasighat, North Eastern Technical University at Aalo, Himalayan University at Chimpu near here, Indira Gandhi Technology & Medical Science University (Ziro), Venkateswara Open University (Lekhi) and Arunodaya University (Jollang).
During the meeting the private universities were asked to prove their credentials in quality education and keep away from practices often reported from the private universities in other parts of the country.
They were also directed to come up with their permanent infrastructure for running their universities, the release added. PTI
Centre to expand railway network in Arunachal
NEW DELHI, Nov 03: The Union Minister assured all out support to improve railway connectivity in Arunachal Pradesh.
Union Minister of State for Railways Rajen Gohain was responding to the demands of Chief Minister Pema Khandu to expand railway network within Arunachal Pradesh to overcome the connectivity issues of the state.
Gohain assured that Shatabdi train would be started soon as requested while quota for Arunachal would also be increased.
In respect of railway recruitments, the Union Minister said that a separate recruitment process for North East region is being worked out to address the manpower.
While saying that the border state is on high agenda of the Railway Ministry, Gohain assured to take up the proposed new rail links on priority.
Pema, who called on the union minister in New Delhi on Thursday, requested for a railway corridor along the foothills to establish railway connectivity to the eastern part of the State.
He proposed for seven rail links, namely Itakhola to Seijosa (15 km), Doomdooma to Wakro via Namsai to Chokham (70km), Dangori to Roing (52km), Naharkatia - Deomali (20km), Simaluguri to Kanubari (30 km), existing Lekhapani -Miao Line to Deban, New Kamlang, Nampong, Jairampur and back to Lekhapani making a circular link, Rupai to Parshuram Kund for urgent consideration of the Ministry of Railways.
Pema urged the minister to increase the frequency of the weekly train from Naharlagun to Delhi to a daily train or suitable trains from Delhi - Guwahati be extended to Naharlagun. Pema also sought increasing the quota earmarked for Arunachal.
The deployment of manpower at Naharlagun Railway Station also needs to be enhanced, the chief minister said.
While informing that Guwahati is the main connecting hub for Arunachal Pradesh, the CM requested introduction of a day train on the lines of Shatabdi Express to address the needs of the ever growing passengers besides, urging for a goods train from Guwahati to Naharlagun.
"On return, the agriculture produce of Arunachal Pradesh and Assam in that region can also easily reach the markets of India through Guwahati" he justified his request.
Russian rafter's body recovered from Kamla river
ITANAGAR, Nov 3: The body of a Russian national who reportedly drowned during a rafting expedition on October 31 in Arunachal Pradesh has been found in Lower Subansiri district, authorities said. The rafter reportedly drowned during a rafting expedition at Kamla River near Tamin in the district, Deputy Commissioner said.
He said that though the district administration came to know about the incident after finding the body on Wednesday, search operations were on since the day the incident had occurred. DC said as per information, a five-member team from Russia had reached Kurung Kumey district a few days ago for a rafting expedition.
"We have no information on the tourists visiting either Kurung Kumey or Lower Subansiri districts and the administration came to know about the accident only yesterday," he said. DC added that the body was kept at the General Hospital in Ziro for postmortem and the police would need a clearance from the Russian Embassy before they go ahead with the medical formalities.
The state government has been made aware of the incident and accordingly Chief Minister Pema Khandu and Chief Secretary Shakuntala Doley Gamlin are in constant touch with the district administration, the DC said. PTI
Establishment of Biodiversity Park in Papum Pare
ITANAGAR, Nov 3: A meeting of the Biodiversity Management Committee and Panchayat members of Jote, Poma, Batt and Ganga village was conducted by Arunachal Pradesh Biodiversity Board (APBB) to discuss issues regarding the establishment of Biodiversity Park in Papum Pare district, at the conference hall of State Forest Research Institute here on Thursday.
In the meeting, APBB Research Officer, Dr. Kenjum Bagra said that the underlying principle of the proposed Biodiversity Park is to recreate self-sustaining ecosystems with native flora and fauna characteristic of the area for enhancing the quality of urban environment and to facilitate the promotion of eco-tourism along with conservation of the natural ecosystem.
Member Secretary, APBB, N Tam highlighted the activities to be undertaken for the creation of the Biodiversity Park while, SFRI Scientist, RK Taj briefed the details of the Biodiversity Park citing examples of similar parks in other states of India and abroad.
SFRI, Scientist, Dr. A Borang stated that the Park will also showcase the diverse cultural diversity of the tribes of the state for the visitors.
Poma Wildlife Range, RFO, Kara Koba further opined that the proposed Biodiversity Park should be located in an area having less human interference without compromising the easy accessibility of the visitors.
The Chairperson of the Biodiversity Management Committees of the Jote, Poma, Batt and Ganga villages along with the Panchayat members also put forth their views and accordingly four proposed sites were identified for finalizing one among them.
A committee comprising of SFRI scientist, RK Taj, Poma Wildlife Range RFO, Kara Koba and APBB Research Officer, Dr. Kenjum Bagra was constituted to study the identified sites.
Establishment of Biodiversity Park in every district of Arunachal Pradesh was conceptualized during 6th Board meeting of APBB during October, 2016.
Check encroachment, Ering tells PMC
PASIGHAT, Nov 3: MP Ninong Ering urged Pasighat Municipal Council (PMC) to take necessary step to stop further encroachment of public space as the government would be requiring more space for future urban development infrastructure and civic facilities. He appealed to the councilors to strive for clean and garbage free Pasighat.
The meeting held under the chairmanship Chief Councilor Kaling Doruk discussed issues pertaining to 'Smart City Mission' and various flagship programmes under Swachh Bharat Mission.
The PMC resolved to appoint tricycle pullers and sanitary assistants within one week.
It was resolved in the meeting that construction of IHHL will be completed by November 30.
The issue of improvement in parking system also came up and decided for its improvement.
The ZPC suggested taking PRIs into confidence in city development activities as most of the stakeholders are from rural areas.

AR nabs ULFA (I) cadres and an over ground worker
JAIRAMPUR, Nov 2: Jairampur Battalion of Assam Rifles under the aegis of Dao Division apprehended two active cadres of ULFA(I) namely Sarat Mohan of Longkshi and Chiteshwar Chetia of Hebeda here on Tuesday last.
Acting on a tip off, the Assam Rifles and Jagun police launched a joint operation and nabbed the two ULFA(I) cadres.
On interrogation, the cadres revealed that they were given specific tasks by one Arun Dahotia of ULFA(I) to carryout extortion activities and recruitment of new cadres to strengthen the banned outfit. They also revealed that the banned organization was also planning the abduction of a local businessman for extortion.
The cadres later revealed the presence of an over ground worker named Monto Sonowal of Duliajan Village(Assam) in Phulbari, who was later apprehend by the same team from Phulbari.
A .22 revolver along with ammunition and Rs. 8,000 has been recovered from the cadres who were later handed over to Jagun Police, informed an AR Release.
IMC outsources door-to-door garbage collection
ITANAGAR, Nov 03: The Itanagar Municipal Council (IMC) has outsourced the job of door-to-door garbage collection of 13 wards to NGOs/ Self-Help Groups (SHGs) on Thursday.
Addressing the gathering at a programme organized on the occasion at Nirjuli, Chief Councilor Kipa Kaku appealed to the capital dwellers to cooperate and place their grievances with regards to cleanliness, if any, directly to the concern councilor or the IMC.
The IMC chief said that though the capital city has become cleaner than earlier we still need to work harder for a complete cleanliness.
She also informed IMC may introduce civic charges in the near future and urged the citizens to cooperate.
Later, she kicked off the programme by handing over a signed MoU to a selected Self Help Group of Nirjuli NT Self Help Group.
Earlier, CMEO Habung Lampung informed that 75% (approx) of the total garbage generated are expected to be collected under door-to-door household wastes collection. He also informed that dustbins will be replaced with perk lets.
He appealed to the capital dwellers to change their mindset and contribute in keeping the capital clean. He also urged the citizens to give constructive suggestions and correct information whenever there is survey on cleanliness status of Itanagar.
Deputy Chief Councilor Tarh Nachung asked the people to develop civic sense and awareness on cleanliness.
"A place cleaned in the morning becomes dirty in the evening mainly due to lack of civic sense," he said, and appealed all not to throw garbage unmindfully in public places. He urged public to throw garbage directly into the secondary collection points.
"Together we can make our capital town of the cleanliest cities in India," he said. He also asked the NGOs to work with social service motive.

253 benefitted from AR medical camp
ITANAGAR, Nov 3: At least 253 patients benefitted from the medical camp organized at Phaparbari village, one of the remotest villages under Vijaynagar circle of Changlang district, by Jairampur battalion of Assam Rifles on Wednesday. Held at the request of the villagers, medical team led by Assam Rifles Jairampur Battalion CMO and two nursing assistants offered free treatment to the patients and gave away medicines.
All villages under Vijaynagar circle do not have access to medical facilities except for the Assam Rifles post and nearest primary health centre at Vijaynagar.
The camp was organised from early morning till afternoon to enable patients to attend the camp who had come from far off villages.
Later speaking to the villagers at the medical camp, Commandant of Assam Rifles Jairampur Battalion asserted that Assam Rifles is committed to overall development of the region and will continue to conduct such medical camps in the interiors places.
DC oversees preparations for Adventure@Mechuka
AALO, Nov 03: West Siang Deputy Commissioner Gamli Padu sought cooperation from all to make Adventure@Mechuka a grand success.
Padu, who visited Mechuka to oversee the ongoing preparations for the forthcoming event and held coordination meeting with all HoDs of Mechuka on November 1, asked the celebration committee to keep in touch with the district administration so that any shortcomings in organizing the event can be supplemented in time.
The DC also inspected all the schools, schemes under BADP, Block, and DRDA and interacted with the people at Mechuka and Tato.
He had a patient hearing on grievances at Tato and Mechuka pertaining to posting of school teachers, posting of required police strength at Tato Police Station, Posting of Ministerial staffs, appointment of lady constable, appointment of GBs in place old and ailing GBs and various other issues and assured to do the needful at an early date.

SEPPA, Nov 03: Parliamentary Secretary (Food & Civil Supply) Markio Tado asked students of Govt. Model Degree College, Seppa to be determined, punctual and hard-working to achieve the desired goal in life.
Attending the inaugural function of the Annual Day celebration of Govt. Model Degree College Seppa on Thursday, Tado advised the students that nothing can make you success without hard work.
He also urged the faculty members to impart quality education to students.
Saying that development is a continuous process, Tado said the infrastructural needs of the college will be taken care of by the government. He assured that the demands of the college will be heard and resolved certainly by the government.
Responding to a memorandum submitted by the Student Union of the college, he has assured to take up the matter with the higher authority. “The demands will be sorted out in phase manner,” he assured.
He directed the DF&CSO Seppa to ensure that all government schools and college are covered and provided with necessary food grains under NFSA.
Speaking on the occasion, DC in-charge Tamuna Messar asked the students to develop the habit of book reading and learn new things.
"Just getting a degree is of no use rather one should be competitive," he advised.

Funds sanctioned for PDS godowns
NEW DELHI, Nov 03: The Ministry of Consumer Affairs, Food and Public Distribution, has sanctioned Rs. 18.40 crores for construction of PDS godowns in the international border areas at 24 locations in 12 districts of Arunachal Pradesh, informed Ministry of Home Affairs.
Minister of State for Home Affairs Kiren Rijiju while appreciating the Consumer Affairs Food and Public Distribution Ministry for accepting and approving the proposal of the State Government, said that the project for construction of PDS godowns will facilitate in streamlining the public distribution of PDS items in border areas of Arunachal Pradesh.
Bandh declared illegal
YINGKIONG Nov 3: The district administration of Upper Siang has declared the bandh call announced by the AdiSU and All Upper Siang District Student Union (AUSDSU) as illegal.
Both the Unions have called the second phase 24 hours bandh at district hqtrs Yingkiong from Nov 4 to 5 demanding among others, the immediate cancellation of the viva-voce test being fixed on Nov 4 next for the posts of MTS/MPW under medical department.
In view of agitations and demands from the students' bodies citing irregularities in the conduct of the recruitment process for the said posts, the Director of Health Services, Naharlagun had constituted a fact finding committee which, upon enquiry, could not find any irregularities or documentary evidence as alleged. Accordingly, as per the directions of the Director (Health Services), the viva-voce test for the post of MTS/MPW has been fixed on Nov 4 next.
Further, the district administration has directed the executive magistrates and district police authorities to contain any law and order problem during the bandh and to ensure safe and free passage of the candidates appearing for the interview on the scheduled date. (DIPRO)
Govt. quarter gutted
CHANGLANG, Nov 03: The government residential quarter of an Assistant Engineer (Elect) in Changlang was completely burnt down in a fire accident on Thursday.
However, there was no report of any causality but the belongings were reduced to ashes.
The fire tender arrived on the spot just after the fire broke out but failed to douse it.
The cause of the fire is yet to be ascertained and properties lost are being assessed.
The Deputy Commissioner, SDO, PD along with DDMO visited the fire accident site.
Awareness rally on breast cancer conducted
ITANAGAR, Nov 03: As part of World Breast Cancer month, an awareness rally was carried out by the Department of Social Work, Himalayan University, Itanagar to express solidarity with the breast cancer patients of the state on Oct 31 last.
In all, 80 students and faculty members wearing pink colored T-shirts participated in the said rally which began from Indira Gandhi Park and culminated at Akash Deep Gate, Ganga Market.
The awareness rally was aimed at highlighting the need to understand, support and spread awareness about breast cancer.
Door to door awareness campaign on WHL
ITANAGAR, Nov 3: A team of Arunachal Women Helpline (WHL) conducted a door to door awareness campaign at Naharlagun on Thursday to generate awareness about the WHL.
The team distributed pamphlets and spoke to the shops owners, vegetables and fruits vendors in the market place.
Tawang boy brings laurel to state
NEW DELHI, Nov 03: Lobsang Chongey, a student of Class-X of Government Secondary School, Bomba, Tawang brought laurel to the state by winning first consolation prize in a national level painting competition during Asian Ministerial Conference on Disaster Risk Reduction-2016 at Vighyan Bhawan, New Delhi on Thursday.
Elated after winning the prize, Lobsang said, "It is a big achievement for me and I am very happy for that but one of my most memorable moment of this programme was spending time with Prime Minister Narendra Modi's who interacted with me."
The competition was participated by 57 students from 19 states across the country.
Livestock vaccination programe
ITANAGAR, Nov 03: The Veterinary Dispensary Itanagar in collaboration with Biological Park authority, Itanagar, will conduct routine Mass Vaccination programme of livestock against FMD, HS +BQ and SF within its jurisdiction from November 7.
Chimpu, Sangrihapa, Gohpur Tinali, Sangto-Putung and Lor Putung area will be covered on November 7. The programme will be conducted for Bath Village, Chandranagar, Vivek Vihar, Division IV, RKM Hospital on Nov 8. Lobi, Sinki View, IG Park, Niti Vihar, Mob-1 and Mob-11 and Nyokum will be covered on Nov 9. Dony-Polo area, Daria Hills, P-Sector and Raj Bhavan on Nov 10 and on November 11 it will be held for C Sector, D-sector, ESS sector, Hill Top Dobom and Donyi Colony.
The department made fervent appeal to livestock owners to keep their animal ready for vaccination as per schedule.

ITANAGAR, Nov 03: The Annual seminar of English Department of Don Bosco College, Itanagar was held on Thursday on the topic "Post- Colonial Indian Literature; A Quest for Identity".
The Principal Dr. (Fr). RK Guangdiat Nicholas and resource person MQ Khan, Asst. Professor of DN College spoke on the identity crisis which is prevalent in India in general and the North- East in particular. Both of them emphasized of the need to discuss the issue at all level and create public awareness on it.
Dr. Khan also presented a paper highlighting the important aspects of the Post- Colonial Indian Writings in English.
Siang Zilla Parishad meet
PANGIN, Nov 3: The Siang Zilla Parishad meeting on Wednesday discussed on various developmental issues, particularly Panchayat related schemes and finalization of schemes/proposals framed under the government notified guidelines of 'My Village My Development Plan' of the district.
Presiding over the meeting, Deputy Commissioner Rahul Singh, who also is the CEO, explained in details on notified guidelines for proper formulation of MVMDP, utilization of funds while prioritizing on the basic needs of the rural masses as mentioned in the guidelines and effective implementation of such schemes.
He opined that this year's scheme selection and implementation for the second installment of FFC -2016-17 should be better than the previous year for which a monitoring committee would be constituted at village level to ensure proper utilization and implementation of the government grants. He stressed on timely and proper conduct of Gram Sabhas at every village as it is the most appropriate platform to place the people's needs and demands.
Tamik Talom, ADC cum DPDO said that this particular meeting was specifically convened for timely placement of the district's schemes and proposals under the MVMDP of the Panchayat Department to enable timely release of the 2nd installment of FFC Grants 2016-17.
The District Planning Officer Tapik Komut gave a detailed presentation on various new guidelines of the NITI AAYOG for placing of schemes /proposals, new funding pattern.
Amongst others, the ZPM Rebo Perging, Tajing Taki, ZPM Kaying and ZPM Payum also spoke on various issues of the district including the government's Five Years Perspective Plan under Vision Document-2030 of NITI Aayog and proper utilization of the FFC Grants. DIPRO
Meeting regarding Indigenous Youth Festival held
TEZU, Nov 3: A review meeting in connection with the preparedness of the 5th State Level Indigenous Youth Festival-2016 was convened at the conference hall of the Lohit Deputy Commissioner, here on Thursday.
Local MLA Dr. Mohesh Chai, DC, Danish Ashraf, SP, Isaac Pertin, President IFCSAP, Dr. Ligu Tacho, General Secretary, Bai Taba and various HoDs were also present in the meeting.
Large numbers of participants from different parts of Arunachal Pradesh are expected to participate in the festival.
DC, Danish Ashraf has also appealed to the general public of Tezu circle to maintain peace and tranquility during the ensuing Youth Festival. AAPLU against tendering of awareness campaigns
ITANAGAR, Nov 3: The All Arunachal Pradesh Labour Union (AAPLU) has appealed against tendering system for awareness campaigns fearing that the one who wins the tender may not implement the programme as per Arunachal Pradesh Building & Other Construction Welfare Board's (APB&OCWWB) norms. The union also demanded early completion of the SIC investigation into the construction of guest house and labour barrack. It has written to labour and employment minister in this regard.
ATASU demands action against absentee doctor
ITANAGAR, Nov 3: The All Tali Area Students' Union (ATASU) has demanded action against Dr Karbak for allegedly not attending to his duty at PHC Tali.
In its representation to the director, health services urging to direct the doctor to join his duty within a week, it demanded that his salary be held up till he joins the posting place.
Despite being one of the remotest areas, the PHC at Tali has all facilities required for a good health centre along with quarters for the medical officer and staffs; it said and warned to launch democratic movement if the demand is not fulfilled.
Union reiterates demand
ITANAGAR, Nov 3: The Joint Working Committee of Arunachal Pradesh Registered Trade Unions (JWCAPRTU) has reiterated its demand for enhancement of wages of contingency/casual workers from existing to Rs 18000/- per month at par with the wages being paid in national level.
In its reminder to the chief secretary about its earlier placed demands, it expressed disappointment about non-implementation of various welfare schemes and appealed to address it within 45 days time.
Pay enhancement for WC staff demanded
ITANAGAR, Nov 03: The All Arunachal Pradesh Workers Union (AAPWU) in its representation to Chief Secretary on Wednesday demanded for enhancement of pay scale or grade pay of work charged (WC) staff under various engineering departments in the state.
AAPWU claimed that pay scale of ministerial employees of the Directorates and District Administrative offices was enhanced at par with the upgraded higher pay scale of Arunachal Pradesh Civil Secretariat. Similarly, the pay grade of LDC/SK and Driver of all departments was also enhanced from Rs 1900 to Rs 2400, but the pay scale of all work-charged staff has not been enhanced. The union further demanded for immediate enhancement of grade pay of work charge staff such as wireman, carpenters, mason, electricians, wiremen, HT Lineman and Auto Electrician.

Citizens at receiving end
As the tension between India and Pakistan increases the citizens on both the sides are bearing brunt of it. Continuous cross border firing is making life miserable for the people living along the line of control. Civilian casualties have been reported from both the sides. The worst hit is farmers and students. Farmers are not able to harvest their crop and students are not able to attend class as many schools have been closed due to intense firing from Pakistan. The diplomats posted in both the countries are also facing wrath of the tense situation.
Days after India expelled a Pakistan High Commission official on espionage charge,
the Pakistan has hit back and leveled espionage charge on several Indian diplomats
working in the country. Two Indian nationals were also arrested who were allegedly
working for the Pakistani intelligence agency, the ISI. India has termed the allegations
against its officials as baseless saying these are crude attempts to target the officials.
Pakistani had also refuted the allegations of espionage. It’s unfortunate that both
the countries are using various methods to paint each other as villain. If situation
remain same, the relation between India and Pakistan will worsen further and a point
of no return might come. It will severely affect the whole world. Both the countries
are nuclear armed. The escalation of conflict has potential to lead to nuclear war.
It’s time better sense prevail and situation be calmed down. Leaders of both India
and Pakistan should take initiative to bring down the temperature. In the long run
peace and dialogue is the only means to resolve the Indo-

Employment is the panacea for hunger, malnutrition, food wastage, farmer’s agony and market stagnation. But India is fighting shy of job creation. According to recent Labour Bureau data, India created only 1.35 lakh jobs in 2015 in comparison to 4.19 lakh in 2013 and 9 lakh in 2011. It shows that instead of growing, livelihoods are being lost in India on a daily basis. India has been losing 550 jobs per day in the last 4 years. On the basis of this report, a Delhi based civil society group, Prahar predicted that employment would have got shrunk by 7 million in India by 2050, while population would have grown by 600 million.
Instead of protecting labour intensive sectors like farming, unorganized retail,
micro and small enterprises that contribute to 99 per cent of current livelihoods
in the country, we are going gaga over capital intensive technology. This has lowered
the percentage of employment in agriculture out of total employment from 60 per cent
in 1994 to 50 per cent in 2013 (World Bank report). The employment to population

We are making smart cities forgetting the basic needs of our country. Instead, we must create smart labour intensive villages first. The city centric, capital intensive "Make in India" should now be replaced with village centric, labour intensive "Make in Bharat" in accordance with the need of our people and country.

Issue notification for APPSC exam
Dear Editor,
Last time the public service commission took almost three year to complete the exam process. After that the commission had committed to issue fresh notification for the new exam and conduct it at the earliest.
It was being speculated that in August month the notification for new exam will be issued but till date there is no such official communication from APPSC.
Those who are in chair should understand that there is upper age limit for appearing in govt job. Neither they are increasing upper age limit nor is the vacancy notification being given on time. Hence without any further delay the commission should notify the new exam at the earliest.
